Judy Gregurke

National Manager Aged Care Reform, COTA Australia

Judy has extensive leadership experience in health, community, disability and aged care sector management roles. She has a demonstrated passion for empowering people and leadership development is at the core of her philosophy for growing and maturing new managers.

As a Speech Pathologist, Judy has worked in acute hospital, primary care, disability and education settings. She has a master’s degree in Health Administration (Health Service Management) and has twenty years’ experience in executive management roles in health, disability and peak body membership organisations in the not for profit sector.

Judy has developed an interest in good corporate governance and served on a number of community organisation Boards. She is a Graduate of the Australian Institute of Company Directors.

Most recently, Judy has worked for COTA Australia for five years, with responsibility for national aged care policy and projects, and for providing leadership to the National Aged Care Alliance in relation to the aged care reforms. She is a member of the Aged Care Sector Committee and the Aged Care Quality and Safety Commission Consultative Forum.

Sabine Phillips is a Partner at the law firm Gadens. Sabine’s practice specialises in aged care services, disability services, retirement living and health care. Sabine is a registered nurse (non practising) and has been an approved provider of residential aged care services.

Sabine specialises in risk management, inquiries and investigations, policy review and development, regulatory compliance, clinical and corporate governance, dispute resolution and challenging administrative decisions.

Sabine is a director of Uniting AgeWell Limited, director of Wintringham, the Chair of Clinical Governance at Ti Tree Operations Pty Ltd and a member of the quality committee at Royal Freemasons Homes Victoria. Sabine is a past board member of Alzheimer’s Australia (Vic) Inc., Northern Health and Australian Children’s Education & Care Authority (ACECQA).

Sabine holds a Masters’ degree in law, a Masters’ degree of Business in Organisational Behaviour and a Bachelor of Applied Science in Advanced Nursing. Sabine is also a Fellow of the Royal College of Nursing and a Fellow AICD. She has been nominated by her peers as a best lawyer in the 2016, 2017, 2018 and 2019 Awards in the category of Retirement Villages and Senior Living Law.
